Lesotho Electricity Company (LEC), Water and Sewerage Company (WASCO) and Land Administration Authority (LAA) have signed a Memorandum of Understanding (MoU) aimed at strengthening institutional collaboration and advancing a more integrated responsive and customer-focused approach to public service delivery. The partnership unifies the ternary institutions whose operations play a critical role in the country’s infrastructure development and delivery of essential services. The MoU seeks to promote greater coordination, information sharing and amalgamation of systems to support more efficient services for customers and stakeholders at large.

With respect  to  LEC and LAA the collaboration presents an opportunity to strengthen electricity infrastructure- planning, development and customer interface with land administration. Providing also, access to accurate and timely land proclamations. This will be essential for project planning, project implementation and the expansion of gridlines and Mini grids across the country. Moreover, to avoid encroachment and other risks.

On LEC and WASCO, the agreement further cements the ongoing parallel and collaborative initiative as core service providers. The treaty will serve more benefit for customers, as the duo are already duelled under Lesotho and Water Authority (LEWA), this will improve understanding and coherence for further reach in service provision.

The  Agreement of the three institutions will  improve information interchange, streamlining processes and annihilating duplication in areas where their mandates intersect. This is expected to support more efficient decision-making and contribute to smoother implementation of infrastructure projects.

The integrated approach is particularly important as LEC continues to expand and modernise its electricity network. Effective coordination with institutions responsible for land administration and WASCO will assist to facilitate infrastructure planning, minimising administrative delays and creating a more coordinated environment for service expansion.

The MOU also reflects the institutions’ recognition of the role of technology and digital systems in transforming public service delivery. By connecting systems and improving access to reliable information, the partnership aims to create more efficient workflows while strengthening accountability and responsiveness to customer needs and stakeholders.

Moreover, the institutions’ governance emphasised the magnitude of migration from fragmented conduct to moving towards greater institutional merging.

The signing of the MoU marks an important step towards stronger inter-agency cooperation and a more coordinated approach to infrastructure to change lives. It is through this partnership that LEC, WASCO and LAA reaffirm their commitment to connecting communities and systems, consistent supply of electricity, supplying clean and sufficient water, acclimatizing with land regulations and proper channels of acquisition, strengthening collaboration and improving the delivery of essential services to the people of Lesotho.
